PayPal has expanded access to its U.S. dollar-backed stablecoin, PayPal USD (PYUSD), to eligible users in 27 African markets, marking a significant step in the company's push to make cross-border payments faster, cheaper and more accessible across the continent.

1. PayPal has announced a significant expansion of PayPal USD across Africa. Which markets are included in this rollout, and what does this milestone represent for the company’s broader strategy on the continent??
This expansion brings PayPal USD (PYUSD) to eligible users across 27 African markets, including countries such as Côte d’Ivoire, Rwanda, Uganda, Senegal, Zambia and Malawi, as part of a broader rollout that now spans 70 markets globally. For us, it is another step towards making cross-border commerce more accessible by giving eligible users more ways to buy, hold, send and receive PYUSD through their PayPal accounts, subject to local regulations and product availability.
2. While PayPal doesn’t disclose market-specific user numbers, what new opportunities does access to PYUSD create for consumers and businesses in these newly supported markets?
Our focus is on expanding access to more efficient ways for people and businesses to participate in the global digital economy.
For consumers, PYUSD offers greater flexibility in how they manage and move money. Eligible users can buy, hold, send and receive PYUSD directly through PayPal, transfer it to friends and family or supported third-party digital wallets, and, where eligible, earn rewards on their PYUSD holdings. For people sending money across borders, it also provides another option for moving funds internationally with greater efficiency.
For businesses, the benefits are equally significant. Faster settlement times can improve cash flow by reducing the time it takes to access funds, while lower cross-border payment costs can make it easier to serve international customers and participate in global commerce. Ultimately, PYUSD is designed to give businesses greater flexibility in managing payments while helping simplify cross-border transactions.
3. Many African economies are placing greater emphasis on digital payments and financial inclusion. From PayPal’s perspective, what role can stablecoins like PYUSD play in supporting that evolution?
We see stablecoins as an important part of the future of digital commerce because they offer people and businesses greater choice in how they move and manage money.
For PayPal, PYUSD complements our existing payments ecosystem by enabling faster, lower-cost and more efficient cross-border transactions while supporting a more inclusive global commerce experience. As more consumers and businesses embrace digital financial services, stablecoins have the potential to improve access to global markets and make cross-border payments more seamless.
In addition, eligible users who hold PYUSD in their PayPal wallets may earn rewards on their holdings, subject to local eligibility requirements and applicable terms.
4. Africa’s stablecoin ecosystem has evolved rapidly in recent years, with both local fintechs and global players competing to make cross-border payments faster and cheaper. Why is PayPal entering the conversation now, and what differentiates PYUSD in an increasingly crowded market?
Africa’s digital payments ecosystem has reached a level of maturity where there’s growing demand for faster, more efficient ways to move money across borders. We see PYUSD as complementing the innovation already happening across the continent by giving eligible users another trusted option for global payments.

5. With regulatory approaches to digital assets differing widely across Africa, how is PayPal balancing innovation with compliance as it expands PYUSD into new markets?
Compliance is fundamental to how we operate. We serve customers in approximately 200 markets worldwide, and in every one of them we work within the applicable legal and regulatory frameworks. Our approach to expanding PYUSD is no different, we introduce the product responsibly and in line with local requirements wherever it is available.
6. Affordability remains a key consideration for users across many African markets. What costs, if any, should users expect when accessing and using PYUSD?
We have designed PYUSD to be as simple and transparent as possible for users. Buying or selling PYUSD in U.S. dollars is free, and there are no fees to send or receive it between PayPal and Venmo accounts.
As with other cross-border financial services, fees may apply where currency conversion is required, while transfers to external cryptocurrency wallets are subject to the applicable blockchain network fees.
7. Beyond this rollout, what role do you see PYUSD playing in PayPal’s long-term strategy for Africa, and what can customers expect as adoption grows?
PYUSD is central to PayPal’s long-term vision of building a faster, more inclusive and lower-cost global commerce ecosystem. It complements our existing payments solutions by giving customers greater choice in how they send, receive and manage funds.
As adoption grows, this expansion will help strengthen the everyday use of PYUSD, supporting our broader goal of making global commerce more accessible for consumers and businesses around the world.
